Youth Work and Democracy: Insights from the 4th European Convention

The 4th European Youth Work Convention, held in Valletta, Malta, on 28–29 May 2025, convened approximately 500 youth work professionals, policymakers, researchers, and young people from across Europe and beyond. Under the theme "Youth Work Xcelerate," the Convention aimed to shape the future of youth work by improving standards, recognition, and quality in the field.

As democracy faces new challenges globally, the Convention underscored the vital role of youth work in fostering inclusion, civic engagement, and resilience among young people. Matjaž Gruden, Director for Democracy at the Council of Europe, emphasized that "youth work is not a luxury — it is a necessity," highlighting its importance in empowering young individuals to safeguard democratic values.

Throughout the Convention, participants engaged in strategic discussions, shared pioneering practices, and contributed to the development of a European Roadmap for Youth Work until 2030. This roadmap outlines practical measures to enhance the quality and effectiveness of youth work practices, secure its recognition as an essential sector, and integrate youth work more firmly into relevant EU and Council of Europe policies.

The Convention's emphasis on empowering young people and fostering democratic participation aligns with ENCATC's mission to advocate for policies that support cultural education and active citizenship. By promoting interdisciplinary collaboration and strategic thinking, ENCATC continues to contribute to the advancement of youth work and cultural policy across Europe.

The outcomes of the Convention will inform the 10th Council of Europe Conference of Ministers Responsible for Youth, scheduled to be held in Malta in October 2025. This upcoming conference will provide an opportunity for European governments to adopt strategies for implementing the recommendations agreed upon during the Convention, further reinforcing the importance of youth work in shaping inclusive and democratic societies.
