2026 ENCATC Policy Debate

Tobias Van Royen is a Belgian legal specialist working at the intersection of law, cultural policy and the creative sector. He studied law at the University of Antwerp, completed an advanced master's degree in tax law, and obtained a diploma in Cultural Management. He began his career as a consultant at Cultuurloket, supporting professionals in the cultural and creative industries. He later co-founded TWIIID, a legal advisory practice serving artists, creative entrepreneurs, arts organisations and policymakers. His work combines legal advice with research and critical reflection on cultural practices, policy and working conditions. He also teaches the Legal Framework of the Cultural Sector within the University of Antwerp's Cultural Management programme.
